KEYNOTE SPEAKERS
Anna Salter, Ph D—What Works: Reducing Sexual Offending
Across the nation communities and political leaders struggle with important policy decisions on how to keep people safe from sexual offenders. Dr. Salter will address how different sex offender management and treatment methods succeed or fail in reducing recidivism. She will examine the impact of more severe sanctions, incarceration vs. probation, longer sentencing and intensive supervision in lowering the number of sexual crimes.
Anna Salter, Ph.D., received her doctorate in clinical psychology from Harvard University. Dr. Salter consults half time to the Wisconsin Department of Corrections. In addition, she lectures and consults on sex offenders and victims throughout the United States and abroad. Before moving to Wisconsin Dr. Salter served on the faculty of Dartmouth Medical School in New Hampshire. She has written three non-fiction books, including Predators: Pedophiles, Rapists and Other Sex Offenders: Who They Are, How They Operate and How We Can Protect Ourselves and Our Children and Transforming Trauma: A Guide to Understanding and Treating Survivors of Child Sexual Abuse.
Michelle Garcia, Stalking and Sexual Violence
Ms. Garcia will present on the connection between stalking and sexual assault, exploring both pre and post assault stalking. She will discuss ways in which this information impacts our responses to victims. Ms. Garcia will also explore how recognizing the intersection of stalking and sexual assault can contribute to greater offender accountability and decreased victim blaming.
Ms. Garcia has served as the Director of the Stalking Resource Center since October 2006. The mission of the Stalking Resource Center is to raise national awareness about stalking and to encourage the development and implementation of multidisciplinary responses to stalking in local communities across the country.
Prior to joining the National Center, Ms. Garcia was a program specialist with the U.S. Department of Justice Office for Victims of Crime. She has over fifteen years experience working with victims of sexual assault and domestic violence in both rural and urban settings. Ms. Garcia is a former President of the Illinois Coalition Against Sexual Assault and a former President of the National Coalition Against Sexual Assault.

Advocacy. Leadership.
Therapeutic Resources. Criminal Justice.
Serving the Underserved.
As clinicians and advocates, educators and criminal justice professionals, men and women, we must combine all of our resources to provide the services survivors of sexual violence deserve. We know that survivors come from all walks of life—from different ethnic, religious, economic, and cultural backgrounds. The more we learn from each other, the better able we are to help create seamless, appropriate supports for those we serve.
Please join us in listening to everyone’s voiceto begin creating a culture of validation and healing for every survivor.
